On September 23, 2002 the Saskatchewan Securities Commission,
along with 10 other provincial and territorial securities regulatory
authorities published Multilateral Instrument 45-103 Capital Raising
Exemptions ("MI 45-103") for comment.
The Commission invites you to an information meeting on MI 45-103
on Wednesday, October 23, 2002 at 1:30 p.m. at our office at
800-1920 Broad Street, Regina, Saskatchewan. Commission members will
be in attendance.
MI 45-103 contains a number of exemptions from the registration
and prospectus requirements that will facilitate the raising of
capital. The exemptions in MI 45-103 will replace the private issuer
exemption, the close friends and close business associates
exemption, the qualified investor exemption, the $150,000 exemption
and the financial institution and government exemption in The
Securities Act, 1988 (Saskatchewan).
You can find a copy of MI 45-103 and supporting documents on our

We also invite you to provide written comments on the instrument.
It affects a vital part of the Saskatchewan capital markets, and it
is important that we receive your comments. The notice posted on our
Web site gives information on how to provide comments.
