General Ruling/Order 31-804 Extending Time Periods under MI 31-102 and MI 33-109

On July 11, 2003 the Director of the Securities Division of the Saskatchewan Financial Services Commission made General Ruling/Order 31-803 Extending Time Periods Under Multilateral Instrument 31-102 and 33-109 (“GRO 31-803”).  Following further consultation with industry, it was determined that certain filing deadlines should be further extended to December 15, 2003 and certain other deadlines to March 31, 2006.  

Therefore, on November 14, 2003 the Director repealed GRO 31-803 and replaced it with General Ruling/Order 31-804 which extends the filing deadlines under Multilateral Instruments 31-102 and 33-109 as follows:  

Deadlines extended to December 15, 2003
Section 7.6 of Multilateral Instrument 31-102 (individuals missing from the original data set).
  

Deadlines extended to March 31, 2006

(a) section 7.4 (missing or inaccurate business location information) and paragraph 7.9(1)(a) (change in an individual’s registration category) of Multilateral Instrument 31-102;

 (b)  section 7.7 (changes to registered individual information) and section 7.8 (changes to non-registered individual information) of Multilateral Instrument 31-102 but only with respect to changes reported for any item of Form 33-109F4 other than:

(i)  Item 1 Name;

(ii) Item 2 Residential address - where the change is a move out of a province;

(iii)  Item 14 Criminal Disclosure;

(iv)  Item 15 Civil Disclosure; and

(v)  Item 16 Financial Disclosure; and

 (c) section 7.7 (changes to registered individual information), but only with respect to changes reported for any item of Form 33-506F4 other than:

(i)  Item 1 Name;

(ii) Item 2 Residential address - where the change is a move out of a province;

(iii)  Item 14 Criminal Disclosure;

(iv)  Item 15 Civil Disclosure; and

(v)  Item 16 Financial Disclosure.

GRO 31-804 also grants a continuing exemption for registered firms and registered individuals from filing certain forms under MI 31-102 and MI 33-109 where certain changes to an individual’s personal information do not affect the individual’s suitability for registration or status as a non-registered individual.
