Multilateral Instrument  11-102 Passport System comes into force on March 17, 2008

The Securities Commission (Adoption of National Instruments) Amendment Regulations, 2008 (No. 3) that adopt   Multilateral Instrument 11-102 Passport System come into force on March 17, 2008. 

MI 11-102
MI 11-102 Passport System
implements, in the main areas of securities regulation, a system that gives a market participant access to the capital markets in multiple jurisdictions by dealing only with its principal regulator and meeting the requirements of one set of harmonized rules..  Companion Policy 11-102CP Passport System gives guidance on the operation of MI 11-102.

Consequential Amendments
Related consequential amendments to the following instruments also come into force on March 17, 2008:

  • National Instrument 14-101 Definitions;

  • National Instrument 58-101 Disclosure of Corporate Governance Practices;

  • National Instrument 81-104 Commodity Pools

  • Multilateral Instrument 11-101 Principal Regulator System and Form 11-101F Notice of Principal Regulator;

  • Multilateral Instrument 52-110 Audit Committees

New National Policies
On March 17, 2008, the following national policies come into force:

  • National Policy 11-202 Process for Prospectus Reviews in Multiple Jurisdictions; and

  • National Policy 11-203 Process for Exemptive Relief Applications in Multiple Jurisdictions.

National Policies Rescinded
On March 17, 2008 the following national policies are rescinded:

  • National Policy 12-201 Mutual Reliance Review System for Exemptive Relief Applications; and

  • National Policy 43-201 Mutual Reliance Review System for Prospectuses.

Local Policies
On March 17, 2008 Local Policy 12-601 Applications to the Saskatchewan Financial Services Commission is amended to replace a reference to former NP 12-201 with new NP 11-203.
